Yes, Shotwell used to store all its data in ~/.shotwell  Now the database is stored in ~/.local/share/shotwell and the thumbnails (and other files) are stored in ~/.cache/shotwell

If you're going to transfer the database, it's imperative for a smooth transition that your photos are stored in the exact same directory structure as the original machine.  This includes your username, since they're probably stored under /home/<user>/Pictures.

So you might just need to find that location!

Other thing you could do before the crash was to save the tags in the files. So when you import the photos the tags will be there. Even if using another program.

create those tags and I'd like to not have to do that again.
