The Shotwell Photo Manager and Photo Viewer are the same binary executable.  When shotwell is launched with a filename on the command-line, it starts in viewer mode:

$ shotwell photo.jpg

That's why there's two desktop configuration files, one that launched Shotwell as the photo manager, one to launch it as a photo viewer.

The best piece of software for simple cropping of images seems (to me) to be Shotwell Photo Viewer, especially as I find GIMP's cropping methods (AutoCropping & Zealous Cropping) incomprehensible.
