DNS-SD not running?

I'm trying to help someone get their Seahorse configuration working.  Unfortunately it's not starting and gives this error from the command line:

** Message: init gpgme version 1.3.2
** Message: DNS-SD initialization failed: Daemon not running

The RPM is seahorse-3.8.2-3.el7.x86_64

The OS version is

Is this the avahi service?

My first guess is to try to start it as:
sudo systemctl start avahi-daemon.service
