So, this is now done in CVS.  gnome-power-manager now has the ability to 
watch for gnome-screensaver idle signals, basic DPMS capabilities, and 
HAL stuff partially abstracted so it should be easier to build without it.

gnome-screensaver now has DPMS #defined out.  I'll probably keep the 
code around through the next GNOME release.
