You have to have gnome screensaver running and dpms has to be enabled

Snippet from  gpm-prefs.c

	gboolean can_display_sleep;
	if (gpm_screensaver_is_running ()) {
		can_display_sleep = gconf_client_get_bool (client, 
GS_PREF_DPMS_ENABLED, NULL);
	} else {
		can_display_sleep = FALSE;
	}
