In placement.jl, 
(defcustom prefer-mouse-head nil
  "Explanation"
  :type boolean
  :group (misc placement))

And refer to this variable in placement functions.

But please remember that the multi-head is not simple. I don't know
Xinerama at all, but with randr, it is possible to have two physical
screens to share region (so overlapping). In this case, there's no
definite "pointer head". 

I have only one screen.
