Yes, but that variable affects all windows. If the new command is
added to the window operation menu (this is what I aim at), then it'll
be useful to users.

Users who know lisp can cook up a command to toggle
move-lock-when-maximized, or set to nil temporarily, but we find from
the mailing list that there're not few users who don't speak lisp
well.
