trayer & max win in restart; where to see

Hi. It's on the problem that maximized windows often overlap 
trayers.

It seems that src/windows.c -> manage_windows is the last
step in Sawfish initialization, where already ~/.sawfish/rc is read,
and that the problem is triggered.

Anyone wants to investigate?
