If you haven't tried it yet, go ahead, edge-flip does what you
want. All Sawfish knows is X screen, not physical screen, like dpi.

It may also be good to try infinite-desktop. It allows you to smoothly
scroll the viewport, not by screen-sized step, butsomething like by
"dragging the screen by mouse". Add (require 'infininte-desktop), and
open "workspace" in configurator.
