I'd pursue it farther, but I'm still trying to figure out why sawfish
isn't starting up for me, so I thought I'd just mention it.

Does anyone else get this problem?

Try setting a customized menu in your .sawfishrc, this should supersede the use of fdo-menu in the mean-time.
