Because older versions don't.  Such versions appear to be widespread,
e.g., Debian unstable still has 1.5.26.  Hence I'd call this a Sawfish
bug.  I believe install-sh is usually created by automake -a -c but it
would probably be better to use autoreconf instead of trying to sort
out the hairy details of invoking all the different Autotools commands
in correct order and with correct parameters.
