just tell me there emacs puts it's lisp files and I'll define emacs_lispdir

of course configure needs to be created first. simply create it, then create the librep.spec,
move librep.spec to ../ and clean up the source-directory (configure will stay there) and create
a tarball from it. That's it.

and for stable releases there's no additional work needed
