Temporary fix for .jlc no doc

Hi all,

the temporary fix for .jlc files to display strings in UI is to append
`--write-docs' to the compiler command line just before the
filenamearguement, but you'll need to have write access to
$(sawfishexecdir)/DOC. I don't know how save 777 is here, but the
compiler needs to be revised to not need that file.
