It is better, definitely.  It's just a lot more complicated, because for
the current icons, we need to use the rendering hack we have to make it
look right.

Maybe the right way to go about this is to fix our current icons to not
need the rendering hack (which AFAICS is only to do the prelighting on
mouseover), then we can move to themed icons.

I think that's a good idea.

BTW You mention in your previous post that Clearlooks will be default
theme for 2.12. Which is correct, but I'm pretty sure that the
Clearlooks theme will only be used for the window border and the
controls. The icons will be gnome icons. In my opinion the old icons fit
better in that theme.
Of course this will be automatically solved if this icon thing gets
solved by putting the icons in the theme.
