I think you have to go to data/ui/rhythmbox-ui.xml and add the menu in 
there with the callback function.  I know I was looking into adding some 
other feature.  I was not able to do it because it would have resulted in 
me completing redoing the notification applet context menus. (I'm not 
ready for such heavy changes in code as of yet)
