Note you will get this warning if you have a system installation of GStreamer without the mad plugin, but you're actually using a GStreamer version from a different prefix. For example, my OS comes with GStreamer 0.6.x packages that I have installed in /usr/, but I actually use GStreamer 0.7 from /build/gstreamer-0.7. But teh configure script finds my system /usr/bin/gst-inspect, which doesn't have the mad plugin.
