Decommissioning this list

Hi,

We don't really use this list anymore except for freeze break requests, 
which are now handled at: 
https://gitlab.gnome.org/Teams/Releng/freeze-breaks.

I think we can safely turn off this list. Any objections?

Note: if you object, you also volunteer to take my place filtering the 
spam. :D
