This fixes handling of nl_langinfo() character encoding for non-
UTF-8
locales, and is part of the genitive month name work which landed
in
the last month. The two patches have not yet been reviewed by
another
GLib maintainer, so need that before they can be pushed. If they
were
a-c-n from another maintainer, could they get a freeze break
approval?

*eyes mclasen about getting some patch review*

Still need patch review on bug #793578.

There’s also freeze break request 3, for this related bug:

https://bugzilla.gnome.org/show_bug.cgi?id=794180

It’s not 100% needed, but it will fix test failures when building the
tarball. It needs a freeze break approval, and some review (mclasen?).

I’m away for the weekend, so this is all in the hands of the other GLib
maintainers now.
