This fixes handling of nl_langinfo() character encoding for non-
UTF-8
locales, and is part of the genitive month name work which landed
in
the last month. The two patches have not yet been reviewed by
another
GLib maintainer, so need that before they can be pushed. If they
were
a-c-n from another maintainer, could they get a freeze break
approval?
