Renaming gnome-tweak-tool to gnome-tweaks?

Hi,

In GNOME 3.26, we renamed the user-visible name for GNOME Tweak Tool
to GNOME Tweaks.

I figured the switch to GitLab was a good time to change the module
name, binary name, icon name, etc.

Andrea wanted to make sure that the Release Team was ok with this
renaming, so I'm emailing here.

I am trying to do the GitLab import and name change this week and do a
3.27.4 tarball release immediately after.
