I moved the Freeze one week back again, based on feedback. That also
means we're back to having .92 aligned with the hardcode freeze.

GNOME 3.28.0 release = March 14th.

Also realized that the Christian Easter weekend is three weeks after
3.28.0 hence moved 3.28.1 to one week after. cough.
