Is Python 3 migration a feature?

Hi Release Team.

The other day at the Foundation irc meeting, Matthias mentioned to me
that "now would be a great time to set up a feature planning page for
python3 migration." Before I do so, I wanted to double-check that this
migration indeed qualifies as a feature. Currently it is a
proposed-but-not-approved GNOME Goal [1].

>From this branch [2] of my original thread [3] I am not seeing
community-wide embracing or rejecting of the migration as part of the
work targeted for 3.8. Since the community seems to lack a definitive
opinion on this matter, perhaps this is an instance where the Release
Team evaluates the feasibility of accomplishing this in time for 3.8,
and if it is deemed feasible approves the Goal.

Secondly, if this is a feature on top of a Goal, "task owners are
mandatory" [4] for features. Who shall the owner be? (She says whistling
innocently, looking around at others, and taking a giant step back.) ;)
Since I have been one of the few more active proponents of getting this
task done, I am willing to co-own it with Javier or some other Release
Team member. But I don't see myself as "qualified" or having sufficient
time to own this one alone.

Soooo.... As always, whatever you all decide is fine with me. Please let
me know how you would like me to proceed.

Thanks guys!
