freeze break request to disable some broken code

The on-screen keyboard has code to try to move windows out of the way of
the keyboard if they would be obscured while you're typing into them,
but it didn't get much testing, and it's causing a few problems. The
simplest thing to do is to just disable it for 3.2; people can move the
windows around by hand if they need to.
