Freeze break: GNOME Shell: VPN Connection switch

Right now, if you have any VPN connections, the section VPN Connections
has a toggle switch that has little connection to the state of the VPN
connections.

This is pretty confusing; we've gotten multiple people asking about
the switch on IRC (admittedly, may be somewhat skewed feedback
by contact with Red Hat employees, but I think use of VPN is pretty
common most companies.)

I've been testing with the patch in the bug for the last couple of
days and it makes things quite a bit better, so I'd like to get this
patch in. Patch has review from Dan and myself.
