Schedule draft for 3.1/3.2

I've dumped a first 3.1 schedule draft at

as distros prefer to have this a bit earlier IIRC.

It's quite hard to have Desktop Summit in August (where people want to
hack without freezes) and a stable release in September, plus I've
reduced the number of unstable releases (not sure whether it's good).
