Testing this with english most probably will not reveal any issues with
this patch. Did you try letters like áčďéěíňóřšťúůýž ?
With regard to non-utf8 locales: On my system there's e.g. cs_CZ.utf8
and cs_CZ.iso88592 available as told by "locale -a".
