gnome-panel & gnome-session tarballs for 2.26.3

Hey,

I got busy with gnome-session patches, so I didn't have time to review
the panel patches I wanted to review for 2.26.3, so I'll do the release
tomorrow, if it's fine for Lucas.

Also I'm waiting for http://bugzilla.gnome.org/show_bug.cgi?id=583345
before doing the 2.26.3 release of gnome-session. I can release without
it, but if possible, I tend to prefer to have the patch in :-)
