intltool situation

Hi;

the jhbuild 2.24 moduleset builds intltool trunk. However, in order to
distcheck any module with intltool trunk (0.39.99), you need to adapt
your Makefile.am, incompatibly to intltool < 0.39. Since there is no
intltool release from trunk yet, this leads to things like

Should we fix the jhbuild moduleset, or (preferably) can we get an
intltool release?
