Because the mother doesn't know her child's password. She knows her own password, though, and that's what she uses (in combination with her own account name) to unlock her child's account, so she can save any unsaved stuff etc before shutting down. That's what would require an extra field in the unlock dialog. Sorry if I wasn't clear earlier.
