Yes, this is a known bug:
http://bugzilla.gnome.org/show_bug.cgi?id=165948

I've patched the calculation of work in the summary tasks in CVS, so
that's accurate now, but Planner still assumes 8 hour days in some
calculations, and that still needs to be addressed.

If anyone would like to take a stab at fixing this, it would be a great
contribution.
