If you mean use different colors for different gantt bars, you can't
currently. There's a feature request for this in bugzilla:

If we decide to do this, we need to come up with more specific use cases
and design a UI and write the code. Sounds like a good project for
someone that wants to get involved in Planner hacking :)

No, but in the coming version you can see which resources are
overallocated.

It's the common project management term for the amount of time you can
