What prefix did you pass to autogen.sh or configure?
If you specify a prefix and run make install, planner should be able to
find everything it needs.

These lines are everything needed to get it to work:

  export PATH=${HOME}/local/bin:${PATH}
  export LD_LIBRARY_PATH=${HOME}/local/lib:${LD_LIBRARY_PATH}
  ./autogen.sh --prefix=${HOME}/local
  make install
  planner
