Maybe. But it would totally lose if you used gimmie, or bigboard, or
gkrellm or whatever instead of/in addition to the regular panel.

An important case included in 'whatever': certain accessibility tools,
such as screen-readers.

That too.

Actually, the position and shape of the desktop window is unaffected
by additional struts being added -- at least under metacity.  (Try
running 'xwininfo' and clicking on the desktop window, both before and
after moving a panel around.  The nautilus window isn't moving;
nautilus is noticing the changing struts and repositioning its icons.)
Of course, if there happen to be any 'normal' windows, then you may
run into the problem of them being moved when struts are added.
