As part of the "make /etc/ work", I've landed

The eglibc patch is not beautiful and will need some loving care before
it's upstreamable.  Ray keeps telling me to write an NSS module,
but...eh.

This shouldn't disrupt the previous even more gross hack of /var/passwd,
but now that this patched eglibc system boots in qemu, I'm switching
back to working on having ostree manage /etc and make it writable.
