thanks for the feedback. For your information. you can focus the panel with "Meta + P" there you should be able to navigate with arrow keys (left right) between all available plasmoids (notification area, network and so on).

The settings window  (KCM - KDE Control Module)  still has a lot of accessibility issues. so this needs to be fixed codewhise. some panes are already available. some are not working yet. this is because its a mixture of technology's. the panels what are using QT widgets directly will work. the others are using QML. those are currently not able to proxy the accessibility information (special the active focus). but its on my priority list :). for now maybe OCRdesktop can help a little.

1. I was able to start a plasma session using Lightdm and press alt+super+s to launch Orca after a few seconds.
