The capslock key should toggle the same with or without the control 
and/or shift keys. The problem seems to be a presentation bug, where the 
capslock is toggling normally, but "capslock on" is always being spoken, 
even when the capslock is being toggled off. I must say this doesn't 
happen to me currently with Orca 41.1 anywhere on the MATE desktop, but 
I have seen such a thing in various places on the GNOME desktop, and the 
test described in the original post was the only way I was able to 
determine the capslock status.
