I cannot reproduce this locally. That said, Orca never overrides the
Enter key. And when you're not in browse mode on the web, Orca doesn't
control or modify what is focused/selected; it lets the app you're
using do its thing, speaking and brailling things in response. So if
the bug is that you opened a file successfully but Orca didn't present
it, that may or may not be an Orca bug. If instead the bug is that the
file didn't open in the first place, I can't imagine how Orca would be
causing that.

key, typing the name of the document and press Enter. Starting a
document by double clicking on its name in the file manager works
well.
But I can start applications with the Super key like in 20.04.
