Ubuntu has developed a gsettings back end to store Orca configurations if I'm remembering correctly, so you will want to copy ~/.config/dconf/user, which is your master gsettings configuration file, but of course that will copy a ton of other settings for many other things as well, so that isn't always desirable. If your distribution ships Orca unmodified, your configurations are stored in ~/.local/share/orca, so you just copy the whole folder to your laptop, and you will get only Orca's settings.
