I figured out the time zone issue in Solus Budgie's installer. Once you 
get to the text box that says "search for your time zone," start typing 
in your city. In my case, I started typing New York. Then I pressed the 
down arrow key and heard "New York, United States" something and my next 
button was enabled. The rest of the installation was pretty 
straightforward, although I didn't try anything fancy with partitioning 
or dual-booting or the like. I hope it helps.
