I've never built anything for Android, but if you look at the BRLTTY
documentation, they build it using
Android SDK (Software Development Kit). There will be a learning curve
compared to using a pre--configured GUI environment.

Also, if you need an environment designed for Java development, you
could try Eclipse, which seems to be quite accessible with Orca
(although I haven't used it for any real work - just tested it at one
point). If you can use whatever text editor you wish, and run command
line tools to build the Android project, then you're in a much better
situation. In that case you can use Emacs, Vim, or whatever you prefer
as an editor.
