in Ubuntu-Mate 20.04 one can also press Ctrl+Alt+Esc to go to the top panel and next use arrows to navigate to the notifications menu.

Also I looked at shortcuts in mate and didn't find any mention about it.
Notifications can be useful when connecting to wi-fi network. Of course I can use iwconfig or wpa_supplicant for that, but still how can I see notifications to be able to connect to wi-fi or seeing any other notification that I get?
