Are you installing it virtualized? I had a very similar issue when trying to install via VirtualBox.

Being a security tool, all you will use in kali linux after installation has to be enabled.  If orca has a systemd file associated with it,
sysctl enable orca would have to be run as root to do that.
Although kali linux has accessibility capabilities it was made for security and not accessibility.
