And presumably also BRLTTY for braille display access. You would run systemctl enable brltty in the chroot environment to make sure it starts during the boot process.

If I remember rightly, I made a straightforward, accessible, console-based installation of Arch Linux first. After that was in place, I then installed GNOME and configured Orca once I knew that the system would boot properly and that I could access the console environment.
