Confirmed, but.... Not much I can do. That's because the Ubuntu web
folks are.... Confused perhaps? They are slapping aria-hidden="true" on
the body element when that blocking dialog is there. Unfortunately the
dialog is inside of the body.

That's like super bad authoring. But Firefox is respecting the aria-
hidden=true. So Orca gets exactly one empty document in the resulting
accessibility tree. No dialog, no nothing. Here's the bug I filed,
which was closed as a duplicate.

Chrome/chromium does not respect this brokenness. So you should be able
to deal with Ubuntu's bad authoring by using Chrome/Chromium instead.
