why we need Screen reader preferencies in gnome control center or some 
other environment settings app?


Orca should work in any desktop environment and sticking to Gnome center 
or other such app make break this.


also it will be unclear how to, for example, reset broken configuration 
or transfer it to an other computer..


and benefits are very unclear.
