    Try 'atril' document viewer.  You have to make sure caret 
navigation is turned on, which you can do by pressing F7.  You may also 
need to make sure the Document frame has focus, which you can do by 
pressing F6.

Some PDF files are not coded properly, so they may have problems with 
any viewer.
