Before I switched to Arch I was running POP!_OS (an Ubuntu variant developed by System76).

There, the Flatpack version of Skype was reasonably accessible, but the Apt version was zero percent.

I don't remember which version they had, but the apt version completely predated the work on Chromium accessibility.

So I would expect Flatpack to be a little ahead of the curve, and I'm surprised in your case that it's actually behind.
