On my machine (a lenovo P51 laptop), they're already bound to FN-F2 to 
reduce the volume and FN-F3 to increase it. These are the media keys 
listed in the MATE key bindings (the tree table that you can access in 
Control Centre to modify key bindings). That interface works well with 
Orca. Unfortunately, you can't type text to search the list, but it's 
otherwise accessible.
