Usually the desktop doesn't show application launchers. It generally
displays the computer, user home and trash folders, along with mounted
filesystems. However, go to a desktop and press control+f10. You may
find something of interest in the menu that pops up. I found both
"create folder" and "create launcher" there. This should work in GNOME
with the desktop turned on as well as in MATE.
