Maybe you can try:

sudo apt-get install libatk1.0-dev

I have problems with updating Orca to master. I can do everything to make. If I write make it says me target not found, not makefiles. And if I wanted to install atk-bridge:
sudo apt-get install libatk-bridge2.0-dev
it wrote, I have the newest version.

I am using Ubuntu 20.04 32 bit arm on Raspberry Pi 4B. Please, how can I use Orca master? On desktop with Ubuntu Mate 20.04 it isn't possible too.
