Maybe you can try:
sudo apt-get install libatk1.0-dev

make. If I write make it says me target not found, not makefiles. And

I am using Ubuntu 20.04 32 bit arm on Raspberry Pi 4B. Please, how can
I use Orca master? On desktop with Ubuntu Mate 20.04 it isn't possible
too.
